Research programmes in Slovenia
Guidelines and starting-points of the National Research and Development Programme (NRRP)
NRRP defines starting-points, goals, extent and the ways of financing, and criteria for monitoring of efficiency of national policy for implementation and acceleration of research and development activity. It defines strategic development fields and national priorities for financing R&D activity, qualifying for research work on universities, R&D organisations, in the way that the linkage between the research work and economy is assured.
National Research and Development Programme is a part of the National Development strategy and government policy that with middle term and long term goals contributes to realisation of the following strategic development objectives:
- Creation of new knowledge and cognitions and their transfer as internationally reachable knowledge into public benefit and economic utilization for increasing social well-being
- Strengthening of ability to master general social progress and technological progress as a main source for increasing work productivity and national competitive ability in global
- Increasing of individual and social quality of living and consolidation of national identity
However, in Slovenia, for the field of Telecommunications no specific national program exists. The field of telecommunications is stimulated and financed with invitation of projects (basic research, application research and post PhD projects). Research programmes are divided into various science fields, where telecommunications projects and computer sciences are the part of technical sciences.
Budget for the NRRP is not defined in advance. Regional coordinators for telecommunications field agree between themselves which projects will be submitted to the Slovenian Research Agency for funding. Each year approximately same amount of hours is assigned to the telecommunications research area as the year before and working hour’s value is defined on the national level. Approximately 5400 hours is dedicated to telecommunications research area each year and last year were divided between 5 accepted projects.
