Subsidies for R&D Projects of National Importance
Subsidies for R&D projects of national importance is an R&D programme founded by the Ministry of Science and Information Society Technologies. This programme finances projects from all disciplines of science which deliver solutions to be subsequently implemented in industry. Those projects can be either commissioned by relevant ministers (or local authorities) or called for by the entities able to use the results in practice. The programme finances applied research, development, industry research and pre-competitive research, but not implementation of the delivery itself.
All entrepreneurs (public and private) being able to implement the results of the projects into their business activity can benefit from the programme. Programme beneficiaries commission the research part of the project to R&D institutions and this expense is co-financed at a rate ranging from 50 up to 75 %.
The management of the programme in specific disciplines can be commissioned to the Polish Academy of Science, associations or foundations. In case of grants for SMEs the programme is held in cooperation and under supervision of the Main Technical Organisation (Naczelna Organizacja Techniczna).
The call for applications (for commissioned projects) is announced via the ministry's website and the daily newspaper Rzeczpospolita. The applications should be submitted within two months from the date of the announcement (or throughout the year for so called "own projects").
The applications have to be filled in and submitted using special forms (8-10 page forms). The subsidies are granted by the minister to applicants pursuant to a decision taken by the State Committee for Scientific Research according to the ordinance on criteria and mechanisms of granting and clearing the financial assets.
The system of science and R&D financing in Poland is now in a transition period as a new "Act on the principles of science financing" was introduced. It is expected to introduce certain improvements. However, there are still no executive ordinances approved, therefore it is administrated according to the act of 1991.
The Ministry of Science and Information Society Technologies in Poland is
responsible for two budget sectors: "science" and "information technology". In
administrating public funds allocated to scientific research the Minister is
assisted by the State Committee for Scientific Research - an autonomous body
evaluating the applications and setting the research priorities. The Ministry is
supporting the development of science also through:
- core funding for statutory
R&D activities - investments in R&D infrastructure, such as buildings and
equipment
- peer-reviewed research grants based on research proposals

subsidies for international scientific and technological cooperation resulting
from intergovernmental agreements
- subsidies for selected R&D support
activities (e.g. information services)
- subsidies for programmes and
undertakings drafted by the Minister
- subsidies for consulting activities to
the Minister and Science Council
Duration
The programme was launched in 1991 and its expiry date is not determined. According to the new Act on the principles of science financing it will be continued.
Annual budget
28 million euro.
